.htaccess file overwrite is a very common feature for php scripts, expecially for thos open source web application. To make sure these script can be executed properly in your php web hosting plan, you much double confirm that the .htaccess feature is supported by the hosting package that you are going to select.
When i first came across cirtex hosting and their budget web hosting plan, i am looking into their .htaccess overwrite feature as well. Luckily, cirtex hosting is running cpanel with fantastico and .htaccess overwrite, these features allows most of the open source script to be setup and install here.
After i sign up a new cirtex hosting package, i moved this cirtex hosting review blog here, and setup the wordpress blog with custom .htaccess file implemented. I have the url redirection, default page, and permalinkg feature implemented via .htaccess file.

Do you know of anyway with htaccess to disable someone from using your domain to point to their own website on the same server? Ex: they use YOURDOMAIN.com to promote their PHISHING WEBSITE.COM by using this simple URL to send users : YOURDOMAIN.COM/~phishing/file.html
Any help would be greatly appreciated. Thanks

from your example, it is likely caused by virus or website hacked. The hacker already planted codes to your website.
its adviced to clean your web files & folder, and reupload the files to server. This is the best way. If you dont have backup copy, you have to go through the files and delete those files that not belong to you.
using .htaccess in this scenario is not going to work.
